State Treasurer/Secretary.
(a) The State Treasurer/Secretary shall furnish, prepare, and keep
a record of the bank accounts of the Association, showing every
detail of all deposits and disbursements, and such other
information as may be pertinent, or such as may be required by
the Board of Commissioners and Track Directors. The State
Treasurer/Secretary shall keep a record of the proceedings of the
Board of Commissioners and the Track Directors.
(b) The State Treasurer/Secretary shall furnish, prepare, and keep
a full set of books of account, showing every detail of business
and the Association’s accounts and all receipts and
disbursements, the amounts of cash on hand and the amount of
money owed by the Association or owing to it, and such other
information as may be pertinent, or such as may be required by
the Board of Commissioners and Track Directors.
(c) The State Treasurer/Secretary shall maintain documentation of
transactions of the Association. He/she shall be responsible for
the monthly reconciliation of bank accounts to record of the bank
accounts and bank statements and provide copies of
reconciliations to all Board members and Trustees. In addition,
he/she shall be responsible for developing
procedures to assist the Board in safeguarding the assets of the
Association.
(d) The State Treasurer/Secretary shall verify with the State
Commissioner and State Clerk amounts collected at State events
and be responsible for depositing the amount collected in the
Association’s bank account within two (2) business days.
(e) The State Treasurer/Secretary shall submit in writing and send
a statement of the bank accounts and record of said bank
accounts of the Association to all Track Directors and members
of the Board of Commissioners monthly and at the notice of the
Annual Meeting.
(f) There shall be three (3) signatures on file (State
Commissioner, State Treasurer/Secretary and State Clerk) at the
bank the Treasurer/Secretary uses for the State’s funds.
It shall take two (2) signatures of unrelated persons to endorse
any monies. Any expenditure or commitment over Four Hundred
and 00/100 Dollars ($400.00) must be approved by the Board of
Commissioners.
(g) The State Treasurer/Secretary’s notes, tapes or whatever note
keeping
he/she shall deem necessary at the open meetings, annual
meeting and special meetings shall be
turned over to the State Commissioner after they are finalized.
The State Treasurer/Secretary shall
send a copy of the minutes of all meetings to every member of the
Board of Commissioners and the
Track Directors. He/she shall maintain documentation of
transactions of the Association.
(h) The State Treasurer/Secretary maintains the legal records of
the
Association and files necessary forms with state/federal agencies
(or coordinates such requirements
as directed by the Board). The State Treasurer/Secretary shall
serve all notices required by law or the
By-Laws of the Association, and in case of his/her absence,
refusal, or inability to act, his/her duties
may be performed by any person whom the Board of
Commissioners may direct.
